RODBENDERS BASS CLUB BYLAWS
ARTICLE I - Name and Purpose
Section 1: Name
This club shall be called "Rodbenders Bass Club" of Plano, Texas.
Section 2: Purpose
· To have fun, enjoy and promote the sport of bass fishing.
· To share knowledge and information.
· Promote good sportsmanship and set a good example for other fishermen.
· To conserve and preserve our natural resources.
Article II - Membership
Section 1: Membership Requirements
Club membership is open but the active roster will be limited to 40 members. New members should complete a membership application listing name, mailing address, emergency contact, and other information when joining.
Section 2: Membership Dues
The membership dues shall be $20.00 annually (October through September), payable prior to the third tournament of the tournament year (typically the December tournament). Membership dues paid after the sixth tournament of the year will be $10.00.
Section 3: Membership Rights
Membership gives the member the right to fish all club tournaments upon paying the required entry fee, hold club office, vote in club elections, and participate in other club voting such as lake selection, changing bylaws, etc.
Membership along with meeting the requirements for the Rodbenders Classic gives the member the right to fish the annual Classic without an entry fee.
ARTICLE III - Officers, Elections
Section 1: Officers and Their Duties
Club officers shall consist of:
· President: Preside over all meetings, prepare the agenda, appoint all committees, execute all agreements and other instruments requiring an official signature.
· Vice-President: Act as program chairman, assist the president in his duties and preside in the absence of the president.
· Secretary: Keep accurate records and be familiar with club rules, by-laws, and membership. Handle correspondence and/or newsletter duties, and perform all clerical tasks.
· Treasurer: Maintain the funds paid to the club and disburse funds as directed, keep accurate records of said moneys, and report at meetings on the financial standing of the club.
· Tournament Directors (2): Implement the provisions of the rules of the tournament, plan and conduct the events, and act as the presiding officer or judge. The tournament director should choose from the membership one or more persons to assist with tournament duties.
Section 2: Elections
The election of officers shall be held annually at a regular meeting during the month of August. Election shall be by simple majority of members present. Election of each officer shall be held separately in order listed in ARTICLE III, Section 1.
Section 4: Term of Office
The term of office is for one year, which shall begin on September 1, and end on the last meeting of August the following year or until the successor assumes office.
Section 3: Eligibility of Vote
Each member is entitled to one vote. Proxy votes are not permitted.
ARTICLE IV - Standing Committees
All Standing Committees will serve for one year or until a new committee is appointed. The terms of the committee members will coincide with that of the club officers.
Board of Directors: The Board of Directors will consist of five (5) members:
· President
· Vice President
· Secretary
· Treasurer
· Tournament Director
The board will decide all protests and rule on all violations of the tournament rules and bylaws of the club.
Activities Committee: The Activities Committee will consist of 2 to 5 members who volunteer and/or are requested to serve by the Vice President, who will chair this committee.
ARTICLE V - Meetings
Meetings will be held at 6:30pm on the last Tuesday of each month at Remington’s in the Southfork Hotel, Plano, TX or at an alternate time and/or location if required and communicated to the membership. The basic agenda will be as follows:
· Introduction of new and/or prospective members.
· Secretary/Treasurer report (membership, money, etc.).
· Tournament Director's report.
- Previous tournament results.
- Tournament winners share information with club members (patterns, how and where caught, etc.).
- Current point standings (1st place, 2nd place etc.).
- Upcoming tournaments (time, place, arrangements).
· Old business.
· New business.
· Program (guest speakers, demonstrations, movie).
· Adjourn.
ARTICLE VI - Method of Amending the Bylaws
The bylaws may be amended at the August meeting by a 2/3 vote of the members present, provided notice of the proposed amendment has been presented to the membership at least one regular meeting prior to the vote.
ARTICLE VII - Tournaments
Section 1: Tournament Scheduling and Selection
The club will have one tournament monthly. Tournaments will be held the first Saturday of each month, unless that Saturday conflicts with a holiday. In that case, an alternate Saturday will be selected for that month. Tournament dates for the year should be distributed to the membership by the second meeting of the tournament year. The board of directors will set the tournament schedule by September 30th at the beginning of the tournament season. Tournament site selection, fishing hours and weigh in format (paper or actual weigh in) will be determined by member vote at club meetings.
Section 2: Tournament Site Cancellation
If it is determined that a site selection is not suitable, the alternate selection will become the tournament site.
Section 3: Tournament Postponement
If dangerous conditions exist the Board of Directors may postpone a monthly tournament by majority vote.
ARTICLE VIII - Scoring
1. All points will be awarded on an individual basis.
2. The first place individual stringer will be awarded 100 points, second place will be awarded 99 points, third place will be awarded 98 points, etc., until all legal fish are weighed. Stringer weight will be rounded upward to the next pound and added to each angler's point total. For example, a stringer weight of 7.3 would receive 8 points.
3. All remaining participants who do not weigh fish will receive 50 points for tournament participation by being present at the weigh-in.
4. Guest points from a tournament will count only if that person joins the club prior to the next club tournament.
5. Club members participating in monthly club meetings will receive 5 points for each meeting attended.
ARTICLE IX - Rodbenders Classic Tournament
At the end of the tournament year, a Rodbenders Classic Tournament will be held for the ten members earning the highest point totals for the year based on a maximum of ten (10) tournament events and any other members participating in a minimum of 9 tournament events. Members will compete through the season for the Top Ten on a 10 event basis to allow for members being unavailable for some tournament dates and/or members joining later during the season. Members who fish more than ten events (12 maximum) through the year will have their worst finishes removed (for a maximum of 10 events) for calculation of final standings.
The lake and fishing times will be determined by a majority vote of the anglers who will participate in the Classic that are present at the September club meeting.
Club officers will meet prior to the September club meeting to determine the date of the event and how much of the club's funds will go toward prize money. The Classic should be held on a Friday in October.
There will be no entry fee for the Rodbenders Classic Tournament.
Payout for the Rodbenders Classic Tournament will come from fees specifically designated for the Rodbenders Classic Tournament and other funds from the club treasury. The amount of payout will be determined by the Board of Directors and announced at the September club meeting.
Payout for the Rodbenders Classic Tournament will be based on individual stringer weight as outlined below. If less than five (5) anglers bring fish to the weigh in, the total payout will still be awarded and pro-rated across the anglers who weighed fish.
· 1st Place - 30%
· 2nd Place - 25%
· 3rd Place - 20%
· 4th Place - 15%
· 5th Place - 10%
ARTICLE X - Angler of The Year
The member having the highest point total based on a maximum of ten (10) tournament events will be recognized as our Angler of The Year. Members who fish all twelve (12) events through the year will have their worst two finishes removed for qualification for Angler of The Year.
The club will provide a plaque with the angler's name and year awarded the title. Also, the club will budget $75.00 to be spent in recognition of that angler.
ARTICLE XI - Big Bass of the Year
The member having the largest fish brought to the club scale within a tournament season will be recognized as our Big Bass of the Year winner. A plaque will be presented to this award winner at the October meeting of each year.
ARTICLE XII - Tournament Rules (Weigh In Format)
1. Tournaments are restricted to club members, OR, guests that a) have attended a meeting in the interest of joining, and provided personal data (phone, email, etc.), or b) are fishing with a club member.
2. All fish will be released back into the lake. The exception will be if a tournament participant catches a trophy fish or if a fish is dead at the weigh-in. One trophy fish per tournament year may be retained without penalty. A fish qualifying for the "Share-A-Lunker" program may be retained until turned over to TP&W.
3. Contestants must have a current Texas fishing license and observe all Federal, State and Local laws.
4. All entry fees must be paid or guaranteed prior to tournament start time. Anyone who plans to fish and has not paid prior to scheduled tournament start time, it is mandatory that you notify one of the club's officers prior to tournament start time to be considered eligible. The club officer who receives such notice is responsible for informing the Tournament Director.
5. Anyone who plans to withdraw from a tournament must notify one of the club's officers in advance of the tournament scheduled start time. Any fee paid by the individual who withdraws will be carried over to a future tournament. However, no fees will be carried forward to another season.
6. Entry fee will be $20.00 per person. The distribution is $15.00 for tournament prize money, $2.00 for the Big Bass prize and $3.00 for general club expenses.
7. Only Largemouth, Smallmouth and Kentucky (Spotted or Guadeloupe) bass will be allowed. Lake size limits will be observed.
8. Contestants must fish from boats. No fishing within 50 yards of other contestants, unless by mutual consent.
9. All fish must be caught on artificial bait. No trolling with combustion motor allowed.
10. Trailering will be allowed, but contestants are advised to either check in prior to launching or inform someone in the tournament that you will be on the lake; this is for safety purposes.
11. Life jackets must be worn while boat is on the plane.
12. Weigh-ins are mandatory. If you entered the tournament and do not show at weigh-in, it will be assumed that you need assistance.
13. Contestants must be in sight of the weigh-in at the scheduled time. NO EXCEPTIONS!
14. One-half pound penalty for each dead fish.
15. Protests must be in writing within 30 minutes after an event to be turned into tournament officials. Decision of the judges is final, and all participants have the right of protest.
16. No alcoholic beverages may be consumed during tournament hours.
17. No pre-fishing after 9:00pm the day prior to start of the tournament.
18. Tournament payout will be 50% for first place, 30% for second place, and 20% for third place. If 16 or fewer contestants enter a tournament, 60% will be paid for first place and 40% for second place. Payouts will be based on total team stringer weight.
19. A "team" can consist of one or two anglers in a single boat. Team members cannot fish in separate boats.
20. If only one team weighs fish, they will receive the entire tournament payout. If no team weighs fish, entry fee credits will be carried for each participant until the last tournament of the year. Entry fee credits will be zeroed after the last tournament of the year.
21. Fish that measure short (less than the minimum required length) or long (above the minimum slot length, or "in the slot") will be immediately returned to the lake and no penalty will be assessed. The official measure board will be a Silver Rul-R.
22. In tournaments on a protected slot lake, if no fish over the slot is weighed in, the big bass pot is won by the angler with the highest individual stringer weight.
23. Decisions of the tournament director will be final in all matters.

18. Payouts will be based on ranked individual weights grouped into teams, i.e. first and second stringers are the first place team, third and fourth stringers are the second place team, etc.
19. Contestants may not measure their own fish. There must be another contestant present in the boat at the time the fish is boated who will perform/verify measurement and recording. It is acceptable to have a family member perform measurement and recording.
20. All fish must be measured on a Silver Rul-R. That will be the only acceptable measuring device. Contestants are responsible for furnishing their own Silver Rul-R.
21. Rodbenders Bass Club will provide the official forms for recording measurements.
22. All fish boated and over 12 inches in length will be measured and recorded, rounded upward to the nearest 1/4th inch. At weigh-in, recorded measurements will be converted into pounds and ounces. Individual limits for weigh-in are the best five (5) fish boated, measured and recorded.
23. The tournament is Individual Format, but anglers will be grouped into teams at weigh-in for payout purposes (see rule 17, above)
24. Decisions of the tournament director will be final in all matters.
25. Paper tournaments must have at least one member of the club in each boat for the duration of the tournament. Guests are allowed to participate - provided they fish with a member.
